ZAMBOANGA PENINSULA POLYTECHNIC STATE UNIVERSITY (PIO) – In response for an efficient and ethical execution of the budget release and utilization of funds among State Universities and Colleges in Zamboanga Peninsula, the Department of Budget and Management – IX converged with the academic institutions at the national agency’s conference room today, July 14.
ZPPSU President Dr. Nelson P. Cabral, represented by the Vice President for Administration and Finance Ms. Josephine L. Sulasula inked a Memorandum of Understanding, emphasizing the university’s support to realize an effective budget process.

“The DBM-State Universities and Colleges Convergence for Effective and Efficient Disbursement (SUCCEED) aims to hasten the implementation of SUCs’ programs and projects and to converge the parties as partners, not competition but collaboration,” DBM-9 Regional Director Mark Louie C. Martin.
The academic leaders are hopeful of institutionalizing good partnerships, teamwork, and meaningful engagement with one another, as well as having enhanced financial management reforms initiatives on budgeting, procurement, internal audit, among others.
Further, the department is set to allocate 5-million pesos per SUC to improve its research operations beginning next year 2026.


The eight higher learning institutions were J.H Cerilles State College, Jose Rizal Memorial State University (JRMSU), Western Mindanao State University (WMSU), Zamboanga State College of Marine Sciences and Technology (ZSCMST), Basilan State College (BSC), Sulu State College (SSC), Tawi-Tawi Regional Agricultural College (TRAC), and ZPPSU.
Also present during the signing ceremony from the ZPPSU were VPSAS Dr. Cyril Pil Cadavedo, VPAA Dr. Maria Christina Wee, VPRE Dr. Rolando Malalay, CAO for Finance Ms. Maria Christina Jean Vergara, and Budget Officer Ms. Zandra Gale Tablante.
DBM Regional Director Martin and his staff are expected to visit the campuses to get to know the university and to share the agency’s best practices in budget management. (JRA/ABC/Public Information Office)
